Abstract With converging of electronics and communication technologies and the integration of voice, data and images has made possible the penetration of information technology to play a major role in human resource re-engineering in the knowledge networked environments. The whole scenario synergises into the concept of providing education or learning on demand and leveraging information and expertise to improve organizational innovation, responsiveness, productivity and competency. The human resource re-engineering assumes greater significance in the new millennium with knowledge management providing a catalytic tool in involving, acquiring, creating, and packaging, distributing, applying and maintaining knowledge databases. The factors concerning critical knowledge management can be identified as culture, leadership, incentives, measurements and technology. While technology serves as a critical enabler of management practices, it cannot do by itself to bring about a cultural change in the organization. This necessitates a knowledge management program should be accessed using clear standards, such as cost savings and increasing patents. It is very clear from the various implementation case studies in the world, by applying a good management framework, fastening improvement in innovations, productivity and competency has been achieved by major organizations by adopting re-engineering, re-tooling and re-literating the human resources who serve as a back-bone “human capital infrastructure” of the organizations who predominantly depend on knowledge and knowledge environments. Emerging Telecommunications and Information Technologies play a vital role in social development of any nation. In a developing country like India, the Information Technologies and another associated supporting technologies facilitate, catalyze and help in organizing, gathering, structuring, analyzing and making information available for decision makers for devising and implementing various socio-economic development programs for making India as “super power in the new millennium”. This paper deals with certain components of knowledge management emphasizing knowledge networking concepts by means of working out strategic partnerships/alliances with leading organizations which will enable new paradigms for assessing and measuring country’s economic empowerment in the totally network global economy. The salient features described in this paper also cover knowledge management, knowledge categories, knowledge types and strategic business objectives and knowledge management and collaboration/alliances/partnerships playing a leading role in the years to come for making “one world economy” to be predominantly a network and knowledge dependent.
